続・COP11/MOP1

　期待にこたえて、RRZさんがモントリオール交渉について書いてくれました（モントリオールと加湿器）

　以前も触れた京都議定書３条９と９条将来約束の話は、
①議定書３条９に基づく交渉（議定書締結先進国の将来約束）は開始Consideration of commitments for subsequent periods for Parties included in Annex I to the Convention under Article 3, paragraph 9, of the Kyoto Protocol
②「頑張る人を増やす」点は、長期的な協力について対話を開始Dialogue on long-term cooperative action to address climate change by enhancing implementation of the Convention
　ということで落ち着いたようで、①の交渉も、②の交渉と絡めるよう、ボチボチ進めることになったみたいです（期限を設けず"as soon as possible"としている)。
　マラケシュ合意の採択も滞りなく、遵守手続も採択（法的性質の議論は先送り）しちゃって大きな懸案二つは片付けてしまったわけで、素晴らしい成果と胸を張ってもおかしくない結果だと思います。

　やはりそうなんでしょうね。とにもかくにも、そもそもテーブルに着くことすら大反対していた方々を、やわらかい文章とはいえ、合意まで持ってこれたのは、まさにお疲れ様という気がしております。

　しかし、それ以上に衝撃だったのが、同じくRRZさんが紹介しているTime記事のアメリカ国務省報道官のコメント。

In Washington, Adam Ereli, a State Department spokesman, said the administration was determined to achieve greenhouse-gas reductions not through binding limits but through long-term work to develop cleaner technologies.

"If you want to talk about global consciousness," he said, "I'd say there's one country that is focused on action, that is focused on dialogue, that is focused on cooperation, and that is focused on helping the developing world, and that's the United States."

ななななななんだ。その自信はいったいどこから来るのでしょうか。衝撃を超えて感動の域に達しております。たぶん、国別apprenticeとかやったら、アメリカは一番足を引っ張るくせに、最後は「ぼくのせいぢゃないもんねー」といいまくるんだろうなー。すごい。すごいですよ、奥さん。すごすぎる。
